The Port Authority of New York and New Jersey (PANY&NJ) selected DMJM+HARRIS to develop a master plan for the port. The goal was to formulate a comprehensive, long-term plan and development strategy that would help PANY&NJ attain—and sustain—the port’s status as a North Atlantic hub port. The project entailed the following tasks:

Forecasting and analysis of market demand over the years 2000 to 2040
Evaluation of the port’s current terminal capacities at seven sites in New York and New Jersey
Identifying potentials for improvement
Development of site-specific and regional master plan alternatives (including 45 and 50-foot channel depths)
Evaluation of benefits, costs, and environmental impacts of the plans
Elaboration of a recommended regional master plan

We developed comprehensive phased development plans for three strategic options: constant, decreasing, and increasing market shares. For each integrated master plan option, DMJM+HARRIS developed a financial analysis, economic assessment, and capital requirements program. Recommendations were prepared for increasing productivity, achieving scale economies, increasing inland market share, and reducing distribution costs.

DMJM+HARRIS also worked with the Port Authority to carry out a comprehensive public outreach program to build a regional consensus for the plan.
