Systemwide Condition Assessment & Capital Improvement Study

DMJM+HARRIS has been retained to develop a system condition database and methods that will enable the Massachusetts Bay Transportation Authority (MBTA) to analyze its capital needs and prepare capital improvement programs. Under the task assignment, we will assess the condition of the MBTA system, incorporate this data into a computerized database, and use this information to estimate the cost of bringing the system to stated and sustainable repair and performance standards. DMJM+HARRIS will also use the database to develop capital improvement programs detailing the specific system components to be restored or replaced, and the cost at specified intervals. The capital programming method will reflect system conditions and the relative costs and benefits of restoring or replacing each system component. Capital programs will be developed for four different funding scenarios:

 

The minimum capital program to maintain a safe and operable system.
A desirable capital program that balances capital replacement and rehabilitation needs with available funding.
A capital program that reflects the maximum amount of replacement and rehabilitation that can be prudently completed within the specified intervals.
The theoretical maximum program that reflects all feasible capital replacement and rehabilitation needs, unconstrained by funding and timing. The capability to create both short- and long-term capital programs will also be developed.
