DMJM+HARRIS led a multi-disciplinary team including Nedeco, Mao Associates, ASCI, Inc., and Sinotech, to prepare the Master Plan for the future development of the Port of Kaohsiung. The goal of the plan is to establish a foundation and methodology to assist Taiwan in advancing to a core role in the economic “golden triangle,” which comprises Taiwan, Hong Kong and Shanghai. The creation of a modern port hub system at Kaohsiung is critical to such a goal.

Detailed studies were conducted to assess the present capacity of the port and to forecast trends in sea transport. The master plan proposes alternative schemes for physical, economic and administrative growth.

Project features:
To implement the alternative growth schemes, the plan makes four key recommendations:

Reform the Maritime Sector by creating an agency capable of developing a hub port system. Actions by such an agency would include adoption of a maritime sector mission, activation of policy, sector reorganization, development of a privatization plan, and creation of a maritime commission.
Expand Facilities by adopting a land-use plan and a phased program of design and construction. Projects proposed include development of an offshore terminal, container and bulk terminals, port gates, a harbor bridge, a rail system and rail yard, a city waterfront and distribution centers.
Develop Mega-terminals, or high-density container storage facilities that will maximize performance and revenues associated with new land-use plan. State- of-the-art container technology will be employed in a phased schedule.
Develop Intermodal Rail Transport System as an environmentally positive alternative to truck transport.
The master plan anticipates that 25 to 30 years will be required to realize the full potential of these recommendations.
