FAA Technical Support Services Contract

DMJM+HARRIS, under subcontract to the Raytheon Service Company, is providing country-wide support to the FAA’s Airway Facilities Organization. With offices in nine regions, the FAA Aeronautical Center, and at the FAA Technical Center, the project consists of FAA-defined facilities and equipment-related tasks for the national airspace system plan.

DMJM+HARRIS is performing project management, architectural and engineering design, and construction management services that include:

 

Site survey and selection reports
Engineering drawings and specifications
Construction
Construction management
On-site observation
Equipment modifications and renovation

Equipment installation and testing

Facility repair and restoration.

 

DMJM+HARRIS is developing detailed Hazmat monitoring and schedules to ensure an on-time, cost-effective, quality performance. This planning and scheduling function is critical to ensuring efficient use of manpower and correct time-phasing of many task order efforts. The tremendous scope of the TSSC contract requires that drawings and schedules account for locations as diverse as Alaska and Florida.

Most task orders require preparation of a contractor’s site engineering report (CSER) that addresses the activities to be performed and the special requirements applicable to each job and location. Competition for the construction-related activities identified in the CSER is held at the local level. Once a contractor is selected, the company’s progress is monitored for adherence to cost and schedule.

Many task orders specify turnkey responsibility for site work and installed equipment. For these orders, successful completion of a Joint Acceptance Inspection (JAI) is required to demonstrate satisfactory completion. The JAI demonstrates to the client (FAA) that all services and task order requirements comply with the approved work package or inspection plan. This inspection includes such items as workmanship, safety, and system operation.
The challenge of this project lies in its diverse requirements: equipment and installation specifications, terrain and climactic differences, interaction with FAA at many levels, implementation with no or minimal interruption to operating services, and varying project size. At its peak the project has involved 430 personnel assigned to project offices, project sites, and DMJM+HARRIS’s offices.
